Job Costing Manager

 

 

Job Title: Job Costing Manager

Reports to: Controller

Work Description

Reporting to the Controller, the Job Costing Manager plays a key role within the Taggart Group
Construction Division accounting team. In this hands-on role, the Job Costing Manager supervises
the job revenue and cost accounting, ensuring that the job revenue and subcontract job costs are
accounted for on a timely and accurate basis in accordance with company policies and internal
controls. The Job Costing Manager plays a key role in ensuring that documented process and controls
are followed and will support the Controller in implementing planned future changes.

Major Responsibilities:
Job Cost Manager

• Supervise and coach project accounting personnel, including project accountants and financial
project coordinator
• Review all subcontract reconciliations and proposed payment amounts  monthly,  ensuring
completeness, accuracy, and compliance with control procedures, including our “pay when paid” policy
prior to cheque preparation. Any exceptions to be authorized according to established policy.
• Review all job-related invoices, ensuring proper support, approval, and documentation according to
established policies.
• Review all subcontractor payment forms, ensuring proper support, approval and documentation per
established policies.
• Maintain master files for jobs including job set up, budgets, cost codes, contracts, subcontracts
and change orders (this portion of the role is intended to eventually lie elsewhere but for the
immediate future it remains with this role)
• Liaise between the project management team and the project accounting personnel, assisting as 
required to ensure issues are dealt with, deadlines are met and project financial information is
complete.
• Provide job cost reporting to operations team, utilizing reports as approved by management – job
cost trial balance, actual/committed reports etc.
•    Coordinate closing of jobs when complete
•     Preparation of T5018 reports annually
• Manage the work of the project accounting team, ensuring that the deadlines are met each month
and that the job costing and revenue is complete and proper matching is achieved.
• Prepare monthly margin analysis and deferred report for review by management by the monthly
deadline.
•    Ensure job cost and revenue control accounts are in balance with detail reports
• Provide input to Controller for weekly cash flow forecasting regarding expected cash receipts and
subcontractor payments
•    Ensure that subcontractor accounts are being reconciled on a regular basis
•    Preparation of year-end audit file sections relating to job revenue, cost, and WIP

•     Assist with annual budgeting process with respect to job forecasting
•     Ensure established process and policy is adhered to.
• Within a reasonable time frame, the Job Costing Manager may be asked to cross-train to serve as a
backup for the Accounting Manager in order to ensure the Company’s critical accounting functions
are carried on in the event of vacation or unexpected absences.
•     Other duties as may arise from time to time

Accounting Manager

Reporting to the Controller, the Accounting Manager plays a key role within the Taggart Group
Construction Division accounting team. In this hands-on role, the Accounting Manager supervises the
accounts payable, equipment and general ledger accounting, ensuring that the non-subcontract job
costs and overhead costs a accounted for on a timely and accurate basis in accordance with company
policies and internal controls. Th Accounting Manager plays a key role in ensuring that documented
process and controls are followed and wi support the Controller in implementing planned future
changes.

Major Responsibilities:

Accounting Manager

•    Supervise and coach accounts payable and equipment accountants
• Review all supplier and other non-subcontract reconciliations and  proposed  payment  amou
monthly, ensuring completeness, accuracy and compliance with control procedures prior to cheq
preparation
•    Review all non-job billings for intercompany transactions or external equipment rentals
• Maintain master files for headcount splits or other appropriate allocations as established
management
•     Maintain standard monthly journal entry master file and process them monthly
•    Review monthly VISA transaction postings
•     Review monthly fuel spreadsheet
•    Prepare monthly equipment reporting for inclusion in financial reporting by the Controller
• Maintain and reconcile various general ledger accounts, for example; bank, prepaid expenses, fix
assets, accruals, intercompany accounts etc.
•   Prepare monthly working papers for non-job sections of the month-end file, ensuring sub-ledgers
a in balance
•    Entry of online payments as required, for approval by the group controller
•    Daily clearing of cheques which have cleared the bank
•     Wire payments when required
•     Daily cash receipts
• Periodically run the purchase journal and review that all other journals or other files are bei
maintained as directed by established process/policy
•    Provide input to Controller for weekly cash flow forecasting
•    Prepare and/or review monthly equipment reporting
•     Maintain control over company credit cards
•     Prepare monthly HST returns
•    Annual Ministry of Transportation reporting

• Accounting for insurance and other items allocated to various companies within the Group such

sports facility box and common area costs for office space.
•    Preparation of year end audit file sections relating to non-job accounts
•    Other monthly reporting such as vehicle fuel and mileage summary
•     Petty Cash custodian
•    Ongoing maintenance of master files for vendors, customers, and equipment in the ERP system
•    Assist with annual budgeting process with respect to equipment and overhead items
• Review of overhead accounts monthly, supporting the Controller with respect to variance analysis
required.
•    Ensure established process and policy is adhered to, reporting any discrepancies to the
Controller
• Work with equipment accountant and equipment manager regarding various equipment and sho related
analysis – fuel, shop costs, equipment rates etc. to identify when corrections may be require
• Within a reasonable time frame, the accounting manager may be asked to cross-train to serve as
backup for certain time-critical functions performed by either the controller or job cost manager
order to ensure the Company’s accounting functions are carried on in the event of vacation

Work Description

The Recruitment and Human Resources Coordinator is responsible for delivering the recruitment initiative at the Taggart Group of Companies. Recruiting top talent for our group is integral to our success and requires a candidate with strong interpersonal skills and communication skills who will build our talent pipeline, and fill positions on a regular basis. The performance of the duties must ensure a quality approach to all employees, managers, candidates, and both those that are hired on and not hired by our group of companies. Discrection, sound judgement, care, and confidentiality are paramount to this role. All responsibilities must be performed in a manner consistent with the Taggart Group of Companies vision, mission, and must comply with all company policies and procedures. The Recruitment and Human Resources Coordinator, in conjunction with the Human Resources Manager, is responsible for identifying issues, providing recommendation and carrying out policies and procedures that support the projects and initiatives of the company.

Major Responsibilities:

Recruitment and Human Resources Coordinator

  • Organize and tag all incoming resumes, create resume data base for most positions in the group of companies.
  • Screen and select candidates for interviewing based on the specified job requirements.
  • Meet with managers to identify personnel needs, job specifications, job duties, qualifications, and skills.
  • Once candidates are approved for interviewing, call a prospective candidate for a phone screening. If appropriate, schedule an interview (both in person interviews, and virtual interviews)
  • Greet candidate and lead primary interviews, participation in second round interviews may be required as well.
  • Inform potential applicants about our group of companies, the inter-company operations, and more specifically the individual company the interview is for. Explain the opportunity and benefits of the role. The Recruitment Coordinator is meant to act as an ambassador of the brand.
  • Prepare an interview summary after all candidate have been met, provide second round interview suggestions.
  • Conduct reference, social media, security checks for the candidates we are considering offering employment to.
  • Review Job Descriptions and build new descriptions on an as needs basis, revise and continuously improve our selection criteria and interview questions
  • Prepare offer letters and notify candidates of their successful application

  • Encourage employee referrals, communicating its importance and giving incentives to those who produce successful hires.
  • Maintain employee files, both electronic and paper file. Prepare photocopies, scan documents, and prepare meeting packages or other information booklets required for HR administration. 
  • Assist in developing and maintaining various HR initiatives, such as carry out annual performance reviews, job descriptions, policies and procedures, employment contracts, employment varification letters and other administrative tasks.

  • Post-secondary Certificate in Human Resources, and/ or Prior work experience in Human Resources/ Recruitment in required.
  • A minimum of 2 year’s work experience is required.
  • Knowledge of Employment Standards Act, and a high regard for the Human Right Act. Understanding of principles, theories, and techniques related to interviewing, job analysis, and job descriptions is required.
  • Prior experience with labour relations environment would be considered an asset.

Project Manager

POSITION DESCRIPTION

Job Title: Project Manager Reports to: Senior Project Manager & Vice-President of Construction

Location: 3187 Albion Road, Ottawa, Ontario

Date: March 23, 2017

Work Description The Project Manager is responsible for the day to day administration of the terms and specifications of work outlined by the project contract. In addition to the administrative duties, the Project Manager will provide engineering services on various projects related to the construction or repair of sewers, watermains, roads, subdivision servicing, building excavation, land development, storm water ponds, pumping stations and site grading. These duties must be carried out in a manner that is in compliance with the City of Ottawa Standard Specifications, Health & Safety Standards, and Ministry of Labour codes in addition to the general policies and procedures of Taggart Construction Limited. The performance of the duties must ensure a quality approach to all employees, customers, subcontractors, owners, managers and suppliers. All responsibilities must be performed in a manner that is consistent with the Taggart Group of Companies’ mission and vision. The Project Manager in conjunction with the Superintendents and Senior Management Team are responsible for designing and carrying out policies and procedures that support the company’s projects and initiatives, and ultimately improve efficiencies in project delivery.

Major Responsibilities:

Project Manager

  •  Liaison between site superintendent, office administration (finance) and Senior Management Team.  Provide administrative support to Superintendents, Vice President and President of Construction.  Produce Purchase Orders, prior to job activities commencing in conjunction with Estimating Departments.  Assist the Senior Project Manager in planning, coordinating and supervising construction activities.  Establish and monitor construction work schedules.  Calculate all productivity and material yields.  Prepare forecast of financial performance, budgets and cash flow.  Plan all project timelines, milestones, deliverables, and micro-deliverables using the Microsoft Project software  Documentation Control - Maintain plans, specifications, cost, and material estimates, subcontract and reports.  Coordinate proper procurement of construction materials ensuring timely delivery and accuracy of purchase orders.  Assemble and Review Monthly Progress payments for customer. Review consultant’s report to validate progress payment.  Prepare permit application and obtain approvals for job launch.  Ensuring safety obligations with clients are carried out as per the terms of the agreement, and communicated to the Superintendent and Health and Safety Manager  Review Project requirements and coordinate site locates for construction team.  Manage project activities throughout lifecycle, including the allocation of adequate resources, scheduling, documentation, budget, and other factors. Establish and deliver mechanisms for tracking project progress and reporting to the management team via a formal communications plan necessary for success.  Liaise between engineering inspectors (consultants) and the field staff.  Track and distribute instructions and changes to any parties who may be affected by the change. Thorough Documentation is required for any change made to the project.  Review, monitor, and keep up to date Official Drawings  Prepare regular updates (job status, escalations, concerns etc.) on the progress of projects; deliver these reports during regular Management Coordination meetings.  Track all project costs to ensure completion within budget; Update Forecast, and Budgeted items on a monthly basis.  Track all RFIs, Changes, and Instructions in spreadsheet format.  Financial Project Administration - Review subcontractor’s billings, respond to queries from the finance department, and prepare financial reporting on job performance.  Review timesheets and approve invoices specific to your projects.  Mentor Project Coordinators that support your projects, train and develop their skill set to build stronger project engineers/ project manager of the future.  Provide performance feedback, monitor, review and support your direct reports, ensure their success in their roles is an important function of the project manager role.  Perform additional assignments as required by the demands of the project

Estimator

POSITION DESCRIPTION

Job Title: Estimator

Reports to:  Chief Estimator

Location: 3187 Albion Road, Ottawa, Ontario

Date: April 11, 2016

 

Work Description

The estimator is responsible for the timely delivery of accurate, preparation of full-cost estimates for projects, including materials and labour. He or she will be tasked with preparing and maintaining a list of suppliers, contractors, and subcontractors, and establishing unit costs, labour rates, productivity factors and location impacts. The performance of the duties must ensure a quality approach to all employees, customers, subcontractors, managers, and suppliers. All responsibilities must be performed in a manner consistent with the Taggart Construction Limited vision, mission, and values and must also comply with all company policies and procedures.

 

Major Responsibilities:

Estimator

  • In conjunction with the Chief Estimator, Vice President, and President decide on which jobs you should prepare a tender for.
  •  Reviews special proposal requirements and makes recommendations.
  • Organizes bid closing assignments to meet submission deadlines on closing day.
  • Conducts a detailed analysis of the contract documents and specifications, to determine overall project requirements (bonding, insurance, etc.) and identifies any associated risk factors, including the monitoring of published addenda’s that may alter the original scope of the project.
  • Participate in the preparation of the initial cost report and structure in a way that enables simple cost code identification while maintaining detailed forecast tracking of all associated labour, material, equipment and sub-trade costs
  • Review the project budget, schedule, and project execution plan and identify any potential risks prior to the project starting and throughout its life cycle
  • Solicits pricing from subcontractors and suppliers for labour, equipment and materials, in order to ascertain the lowest price
  • In conjunction with the Chief Estimator, completes a final bid submission review and oversees the final tender document submission to the client on behalf of Taggart Construction.  
  • Perform additional assignments per supervisor's direction.

Surveyor

Major Responsibilities:

Surveyor

  • Performs survey of the site prior to commencing work in order to identify the most suitable locations for site lines, control marks, bench points and stakeout points thereby establishing reference locations for the foreman, and trades to build from
  • Reviews and updates all drawings that relate to the survey for completeness, consistency and feasibility of layout to ensure that all dimensions between corresponding drawings agree.
  • Calculates the layout of all project components using the drawings, specifications and submissions provided.
  • Operates and maintains surveying equipment (Trimble GPS, Trimble Robotic Total Station, Automatic and DiNi Levels)
  • Prepares documentation of all surveying activities performed
  • Provides quality control by checking for accuracy at all control points, benchmarks, gridlines, survey marks, elevations and stakeout points. Will also monitor the site for correct elevations and locations of the structural components as the building progresses
  • Verifies as-built conditions that require the use of surveying techniques and will assist in the creation of as-built drawings as required
  • Provides topographic and cross-section surveys as required for planning and payment quantities.
  • Assist with conducting quantity calculations as required
  • Perform other duties as required.

  • 3-year college diploma
  • 3 year experience in heavy civil construction surveying
  • Ability to accurately read blueprints
  • Ability to successfully survey in an ever-changing environment, i.e. during different phases of construction
  • Ability to anticipate layout requirements by visualizing the project
  • Ability to extract detailed information from drawings, specifications, estimates and submissions
  • Proficiency in CADD, Civil 3D and various Microsoft Office applications
  • Excellent organizational, communication (both written and oral) and interpersonal skills.
  • Ability to work independently as well as in a team setting.
